Job Purpose & Scope:

Coordinates and supervision the safe and efficient oil and gas production, and export; ensures safe and smooth operation of the water and gas injection networks in North East Bab (NEB) fields consistent with recognized safe operating practices. Ensures conformance to production / injection targets and export product specifications. Coordinates with CCP Operations, Maintenance support Department the implementation of all planned, breakdown and shutdown maintenance to ensure optimum facilities availability and reliability. Coordinates with Drilling Division to ensure efficient hand over and acceptance of newly drilled and worked-over. Ensures regular tracking of third party construction activities and project works to mitigate their impact t ongoing operations and future development plans within the NEB field concession areas. Follow up the planning and execution of field services activities covering wellheads, flow / transfer / export pipelines, access track, maintenance, wellhead completions and surface casing repairs. Participates in the review of the plant modifications and project proposals related to NEB fields. Controls operating budget; regularly monitors and expenditures to within allowable variances. Takes charge of field operations in case of emergencies. Participates and ensures that operations input are considered throughout the various stages of the NEB Phase II and III Development studies including review of facilities operating and maintenance philosophies, design drawings and manuals.

Main Duties/Accountabilities:

• Supervises and controls the activities of assigned personnel in the NEB fields services Operations (Oil/Gas/Water/Cluster/Utilities) to ensure safe. Performs supervisory functions and exercises efficient and optimum facilities operations.

• Discusses with Team Leader (Fields Operations) (NEB) the production/injection requirements and implement daily work program taking into account any amendments in requirements, planned maintenance or work over schedule. Reviews and monitors CPP & well operating data.

• Ensure compliance to predictive, preventive and corrective maintenance activities related to installed oil, gas and water flow lines, transfer lines, vessels, tanks, well head manifolds, oil and gas export lines, as applicable. Liaises closely with Maintenance Support Department on the best course of action in breakdown situations and on implementing critical maintenance work reservoir monitoring requirements of the NEB fields whilst achieving optimum production levels. Oil and gas production, product specifications and planned shut down activities.

• Execution of predictive, preventive and corrective maintenance activities related to installed oil, gas, water production and process facilities equipment, as applicable.

• Plans and organizes workshop facilities in order to meet maintenance requirements and optimize costs by utilizing available skills/facilities.

• Supervises of field services activities covering well heads, flow lines and track maintenance, transfer lines and export line pigging, well head completions. Directs other activities, in liaison with Technical Support Department, concerning surface casing repairs, rig moves, acceptance from Drilling of newly drilled wells, hand over of wells to Drilling for work over and acceptance of well thereafter. Includes reviewing and approving work plans and activities, negotiating contracts, monitoring contractor’s performance and approving payments.

• Monitors and controls the Field services Operations Section’s Capital and Operating budgets. Follows up implementation by monitoring expenditure against budget and explains any deviations from approved budgets.

• Participates and provides NEB operations, inputs/recommendations and ensure it’s considered throughout the various stages of the NEB Phase II and III Development studies.

• Participates in the analysis, design and planning for plant modifications for new facilities/equipment. Prepares/reviews requirements. Provides advice and liaison throughout project implementation, commissioning and start up of facilities. Accepts new facilities in conjunction with Team Leader Fields Operations (NEB).

• Ensure proper tracking of third party construction activities and project work within the NEB process facilities and cluster areas to mitigate their impact to HSE and ongoing operations and future developments plans of the NEB fields.

• Participates in the ongoing training and development of assigned UAE national employees. Includes assessing employees training and development needs, monitoring and reporting on progress and counseling employees as required.

• Ensure and monitors material & stock item management assurance for timely inspection and delivery of operations inventory material.

• Follow up Fields challenging issues such as production practices, operations cost drivers, integrity compliances. Coordinates with all stakeholders to continue to resolving such issues and implementing solutions.

• Knows the Company’s health, safety and environment policy, procedures, regulations and objectives as they relate to his area of responsibility and ensure that they are effectively implemented in his domain. Ensures by appropriate monitoring and review, the work under his control is performed in a safe and environmentally sound manner. Ensures effective accident investigation and follow up.

• Supervising and timely preparation of periodic and ad hoc operations reports and the proper and safe maintenance of various files and records, participating in the preparation of the department budget with particular reference to non routine operating and capital budget.

Job Context (Includes ‘Physical Requirement’ and ‘Work Environment’):

Scope of responsibility includes the Scope of responsibility includes the 19 onshore and 3 offshore well clusters and export/injection facilities and approximately 157 wells.

Slight physical exertion involving driving and walking when inspecting plants and operational sites for approximately 25% of the working time including traveling to and from AUH.

Normally air conditioned environment with some exposure to prevailing plant and weather conditions when inspecting production facilities for approximately 25% of the working time.

Communication and Working Relationships/Work Contacts:

Reports to Team Leader (Fields Operations) NEB. Determines work methods in accordance with operating conditions, established parameters and specialized professional standards. Assumes full responsibility for the operations sites and workshop during his duty, including initiating operational adjustments and during emergencies to the extent of suspending operations in certain plant units and work shop until the problem is resolved.

Frequent contact with employees in other sections within the NEB Operations Department, and in other departments within NEB field including Maintenance and Technical Support; and with Engineering, PDD, Drilling and HSE personnel at respective level to coordinate work schedules, discuss technical problems, production requirements and field development activities. Communicates with Jebel Dhanna Terminal on ad hoc basis to discuss production requirements and during pigging operations of the NEB oil and gas pipelines. Regular contact with contractors working on site to review work and ensure company’s standard are being met.

Latitude Exercised, Decision Making Authority & Responsibility:

Reports to Team Leader (Fields Operations) – NEB. Works in line with approved policies, petroleum industry standards and approved plant process procedures. Develops working systems and methods to comply with these standards and ensure the efficient and safe work practices of assigned assets. Exercises discretion in deciding work priorities and uses initiative to resolve technical and administrative problems. Completed work assignments are subject to general review, requiring minimal assistance.

Accountability:

The incumbent is accountable for the continuous and safe operation of two Central Processing Plants and associated cluster facilities. A mistake or a wrong decision could cause extensive physical damage, loss of life and loss in revenue and/or the production of poor quality products. Extent of damage or loss will be limited as decisions are often made in liaison with the Operation Manager and Field Manager.

Successful performance of this role is measured by establishing metrics in the following areas:

• Supervising of the Fields Operations Foreman’s to achieve their planned activities and targets on time and within planned budget.

• Providing operations input in the engineering and technical reviews of the ongoing NEB Phase II and III development studies.

• Preparation of individual tasks and targets with subordinates.

• Preparation of subordinates’ performance and career development programs and annual training plans.

• Managing the plant process activities their planned activities and targets on time and within planned budget.

• Preparation of subordinates performance and career plans.

• Provide proper recommendations to NEB Management when required on the different aspect related to NEB field plants.

Minimum Requirements:

• B.Sc. degree in Chemical or Petroleum Processing Engineering.
• 7 years experience in Process and utilities of Refineries, Petrochemical or Gas Plants as a Process Engineer.
• Very good knowledge of written and spoken English.
• Valid U.A.E. driving license is an advantage.
